General information
According to Article 3 of the Law of the Republic of Azerbaijan "On Passports", the passport of a citizen of the Republic of Azerbaijan is the sole document attesting the identity of a citizen outside the territory of the Republic of Azerbaijan and issued to him/her for exercising the right to exit and enter the country.
The passport is issued to every citizen of the Republic of Azerbaijan in accordance with the law and is valid for travel to all countries.
The passport is the property of the Republic of Azerbaijan and it is strictly forbidden to take it away from a citizen or to take it as a pledge, except for cases provided for by the legislation of the Republic of Azerbaijan.
In case of loss of the passport, the citizen must immediately inform the state bodies that issued the passport, and if such an event occurred abroad - the diplomatic mission or consulate of the Republic of Azerbaijan. Diplomatic representations or consulates of the Republic of Azerbaijan along with the relevant executive authority of the Republic of Azerbaijan issue to such citizens a document giving them the right to return to the Republic of Azerbaijan within a short period of time.
The passport of the Republic of Azerbaijan is issued by local bodies of the Ministry of Internal Affairs of the Republic of Azerbaijan issuing ordinary passports (hereinafter – the internal affairs body) in accordance with the procedure defined by the Law of the Republic of Azerbaijan "On passports" and the Regulation on the application of the Law of the Republic of Azerbaijan "On passports".
In accordance with the rules established by the above-mentioned Regulation, citizens temporarily and permanently residing in foreign countries are issued the ordinary passport by an accredited diplomatic mission or consulate of the Republic of Azerbaijan in the country of residence of the citizen. In this case, the diplomatic mission or consulate of the Republic of Azerbaijan accepts the documents required for issuance of the citizen's passport and sends them to the Ministry of Internal Affairs of the Republic of Azerbaijan.
Taking of the fingerprints of a citizen, as well as photographs in accordance with the requirements of International Civil Aviation Organization (ICAO) is conducted in the passport issuing authority. Fingerprints are not taken from citizens who have not reached the age of 15.
The ordinary passport is issued for one year to children under 1 year of age, for three years to children from 1 to 3 years of age, for five years to children from 3 to 18 years of age, and for ten years to persons over 18 years of age.
Attention! Citizens of the Republic of Azerbaijan holders of ordinary passport must apply to a diplomatic representation or consulate of foreign country located (or accredited) in the Republic of Azerbaijan in order to obtain a visa to travel to a foreign country (except for those countries which have an agreement on visa-free travel under international treaties).
