Decree of the president of the Republic of Azerbaijan no. 326 of 13 September 2010

According to Decree of the President of the Republic of Azerbaijan No. 326 of 13 September 2010, foreign nationals and stateless persons can directly apply for visas to the Ministry of Foreign Affairs of the Republic of Azerbaijan only in the following cases:

1. In cases provided for in the interstate and intergovernmental agreements to which the Republic of Azerbaijan is party;

2. Persons visiting the Republic of Azerbaijan upon the official invitation of the President of the Republic of Azerbaijan, Prime-Minister of the Republic of Azerbaijan, Chairman of the Milli Majlis (Parliament) of the Republic of Azerbaijan, Head of the Administration of the President of the Republic of Azerbaijan, Head of the Supreme Majlis of the Nakhchivan Autonomous Republic of the Republic of Azerbaijan, head of the Administrative Department of the Presidential Administration of the Republic of Azerbaijan, head of the Special Medical Service of the President of the Republic of Azerbaijan,

3. Persons visiting the Republic of Azerbaijan upon the official invitation of the Chairman of the Constitutional Court of the Republic of Azerbaijan, Chairman of the Supreme Court of the Republic of Azerbaijan, Prosecutor General of the Republic of Azerbaijan, Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, Chairman of the Central Election Commission of the Republic of Azerbaijan, heads of the central executive authorities of the Republic of Azerbaijan, Chairman (Governor) of the Central Bank of the Republic of Azerbaijan, leadership of the National Olympic Committee of the Republic of Azerbaijan, Chairman of the Caucasus Muslim Department, heads of foreign companies operating in the Republic of Azerbaijan in accordance with the international agreements to which the Republic of Azerbaijan is party, as agreed with the State Migration Service of the Republic of Azerbaijan;

4. Members of diplomatic, administrative and technical staff of foreign diplomatic missions, consulates and offices of international organizations accredited to the Republic of Azerbaijan and their family members, as well as foreign nationals visiting the Republic of Azerbaijan with special diplomatic missions;

5. Persons visiting the Republic of Azerbaijan upon the official invitation of the Ministry of Emergency Situations of the Republic of Azerbaijan to participate in operations to eliminate the consequences of emergency situations;

6. Persons visiting the Republic of Azerbaijan due to the death of a family member, on the basis of relevant confirmation documents;

7. Nationals of countries where there are no diplomatic missions and consulates of the Republic of Azerbaijan accredited and that have direct air communication with the Republic of Azerbaijan.
