Countries applying the visa-free regime
Visa-free entry and exit to the Republic of Azerbaijan with passports (facilitated) can be allowed by Milli Mejlis (Parliament) by an offer of the President of the Republic of Azerbaijan and pursuant to the Migration Code and Intergovernmental Treaties to which the Republic of Azerbaijan is Party.
In accordance with current bilateral intergovernmental agreements a visa-free regime is applied reciprocally to citizens of the Republic of Azerbaijan and citizens of states listed below:

II group
Countries with visa free regime for:
Citizens holding any type of valid passport giving a right to cross a border in accordance with the legislation of the Republic of Azerbaijan and relevant foreign country – as well as diplomatic, service (or official/special) or regular passport; Also citizens travelling with these persons, but not holding valid passport, and whose photo, name, surname, patronymic officially indicated in their passports; Stateless persons having relevant identification document that is given to specially stateless persons by the government bodies of the Republic of Azerbaijan or by the relevant foreign country for border crossing purposes; Citizens and stateless persons holding temporary border crossing document – repatriation certificate given to persons when the passport is lost, stolen, became worthless or validity period is expired for only to return for a short period to the country which is the citizen of or where he/she lives permanently.

Meanwhile, visa free regime is being applied at present for the citizens of the Republic of Azerbaijan holding regular passports, on a unilateral basis within relevant period by the following countries:

The visa requirement for the citizens of the Republic of Turkey, who wishes to travel to the Republic of Azerbaijan for a period of up to 30 days, will be canceled from September 1, 2019 for a valid national passport. The status of citizens of the Republic of Turkey, who wish to stay in the territory of the Republic of Azerbaijan for more than 30 days, is regulated by the relevant laws of the Republic of Azerbaijan.
From 01.12.2019, the entry and visa clearance at the border crossing points for citizens of the Islamic Republic of Iran will be abolished.
Thus, Iranian citizens can enter the territory of the Nakhchivan Autonomous Republic without a visa or entry permit and stay there for up to 15 days.
In this regard, we would like to inform that if Iranian citizens travel by air from Nakhchivan to Baku, they will be issued a 30-day single entry visa at the Nakhchivan International Airport with a US $ 20 state duty.
